I believe that the only way to get this special designation (“First Day of Issue”) was to have bought a coin at a Mint store on 09/06/18 (and to have proven your purchase to PCGS) or to have received a coin that was shipped out by the Mint on 09/06/18 and presented that coin in a sealed box to pcgs for their approval. So, only a very small percentage of these coins qualify for this designation. The 2018-W Proof Palladium Eagle was only available for sale for about 6 minutes before it was no longer available! This coin marks only the second time there has been a U.S. coin struck in palladium, and the first time there has been a proof palladium coin. Each coin contains one ounce of 99.95% pure palladium.
